Voice Over Internet Protocol(VOIP) in Qatar

the Supreme Council for Information and Communications Technology (ictQATAR), Qatar's telecommunications Regulatory Authority clarify the legal position of VOIP technology in the country. They said that there are no laws or rules that prohibit the use of VOIP in the State of Qatar. However, The Telecommunications Law 34 of 2006, clearly states that it is illegal for any person within the country to provide telecommunication service for the public without the license issued by ICTQatar. Currently only Q-tel and vodafone are the two telecommunication company who are licensed to provide telecommunication service in the country. You may read the article issued by ICTQatar here (Qatar Voice Over Internet Protocol VOIP Policy) You may read the news published by Gulf times Here (Personal Phone Calls on Internet are Legal) You may read the news published by Peninsula On-line here (Talktime) To summarize: You can not sell VOIP account if you are living within Qatar but you can use it for personal use.
